Closed door historical romance books are hard to spot on a shelf, because historical romance carries the widest heat range of any romance genre. The same Regency ballroom can hold a fade to black kiss on one page and an explicit scene on the next.
This list is not for you if you want a steamy Regency. Every pick here either keeps the door shut or says nobody has labelled it yet.
Every book below was checked against a live page, and the sentence that page uses is quoted under it with a link. Where no author and no publisher states a heat level, the book is marked heat not stated and kept in its own section at the end.
Each Where the rating comes from line names its source, from an author's own FAQ to a publisher's imprint promise, because those are not the same weight of evidence.

Where the rating comes from: per the publisher, whose Proper Romance brand announcement names this book and states the line carries no bed scenes. Blackmoore by Julianne Donaldson
2013, Shadow Mountain. Kate Worthington must win and refuse three marriage proposals at a Yorkshire estate before she may travel to India.
Where the rating comes from: per a Publishers Weekly review reproduced on the publisher's own book page, which states the tension never manifests explicitly. The page says: "Readers will be absolutely captivated by the beautiful imagery, sizzling tension (which never manifests explicitly, earning the book its designation of "proper"), and mesmerizing plot." 2016, Waterfall Press. Endorsements on the author's page describe a Regency tale of spying, mystery and a light romantic story.
Where the rating comes from: described as clean romance in an endorsement reproduced on the author's own book page, so this rests on a review rather than a publisher content statement. The page says: "Dickerson’s work will find this well woven tale filled with mystery and clean romance, seasoned with faith elements that are not preachy, but relevant." Source for A Spy's Devotion

What does closed door actually mean?
Closed door means the bedroom scene happens off the page.
Everything that makes a historical work, the letters, the ballroom, the long walk back to the house, is untouched by it. Only the explicit scene is withheld.
You will see the same promise written as fade to black or as no spice.
Why are some books marked heat not stated?
Because no author and no publisher has said, in writing, where the door sits on those 3 titles.
Readers may well be right that they are closed door, but a recommendation list that repeats an assumption as a fact is exactly the problem this list was built to avoid.
They are listed at the end so you can go and check them yourself rather than take our word for it.
