The stakes tend to be a crew, a shop, a ship that needs repairing, a life somebody is trying to build.

Nobody is holding a treaty together, and that is the point rather than a limitation.

It is easy to confuse with closed door, and they are unrelated.

Cozy describes the tone and the size of the threat.

Closed door describes whether intimate scenes happen on the page, and a cozy book can be either.
